Joe was born on September 21, 1956 to the late John A. Blakney and Mattie L. Hardy.
He is preceded in death by his father, one brother, one step sister, two step brothers, his maternal grandparents and his paternal grandparents.
Joe leaves to cherish his memories: Mattie L. Hardy (Mother), Meridian, MS; three sisters, Linda (John) Moore, Barbara (James) Jordan, and Mary Neil Hardy, all of Meridian, MS; three brothers, Ollie (Roxan) Hardy, Louisville, KY, David (Juanita) Blakney and Johnnie Ray Blakney, Meridian, MS, and a host of nieces, nephews, cousins and friends!
